The cloudy water could just be from the water change. Was the water thoughrly mixed before hand? Usually if it isn't it will cause this cloudiness.

Water should clear up, unless that extra powerhead is kicking up substrate.

If you have a algae problem it is caused by nutrient overload. Being a small tank you will have to be very carefull and not add to many fish and overfeed them. Water changes and good skimming a must. Your water should clear if it was clear before water change. You have to find out why you are having a algae problem. Most of the time i find that people overfeed their fish. They don't need much so be very carefull. Is this a reef or fish only? What type of filter are you using?

The green slime algae is very normal in a new tank, when appropriate, add some snails(Trochus, astrea,Turbo), get your Ca levels/Alk in the proper balance, and it'll be a thing of the past...Nothing good happens fast in a reef tank..
