New 175 gal tank salt rock and sand question

I have a new to me MAX S 650 redsea tank and I have it filled with RODI water. Should I add salt then add rock and sand or add rock and sand then get the salinity up? Does it matter?
When I have to take some water out its no big deal ill just use it for a water change on one of my other tanks.

I would have added the rinsed sand and rock first.
Since you have it filled I would add the salt mix and turn on the return pump to mix it up.
Then put in rock and rinsed sand
