New tank in Pittsburgh-want advice on next steps

I started a Red Sea Reefer Nano (28g) about 3 weeks ago. I started with 5 small rubble rocks, 4 astrea, 4 blue legged hermits, and a dose of marine starter. After a couple weeks, I tested at 0 ammonia and nitrite and following advice from LFS, added some more live rock with macroalgae and biomedia in the sump, and a blue sapphire damselfish which they said was docile. A week later and everything looks alive and well. My questions are 1) can I start a large reef rock in there and 2) can I start adding any more livestock? Thanks for any help!

Yes you can add rock.
Yes you can add livestock, but slowly, so beneficial bacteria can ramp up to the new, higher ammonia load.

Never met a docile damsel fish.
