Painting over the Aquatic Fundamental black tank stands

I'm getting one of those black aquatic fundamental stands like the below


I want to paint it a different color but not sure the steps. Do I just paint over it or should I sand/prime first? Also should I coat it with something to make it saltwater resistant.

Never done it before so looking for advice to do it right.

Not sure you want to sand as it might have a glued
Vinyl or contact paper over compress board . Your going to have to try painting with a latex paint in a inconspicuous spot to make sure it doesn’t lift or bubble up on you . If ok then yes use a water based primer then coat in a semi gloss . If it’s a painted finish then lightly sand , prime , and paint . Knowing what kind of material it’s coated with is prior is key . It hard from the pic to know what the original coating is . But I would definitely find out first . Then you can call a paint store for recommendations like sherwin Williams
