As Jake briefly mentions, there have been 2-3 previous attempts that failed in PNG. Let's hope third time's a charm, but I'd give it 50/50 chance it'll last more than 2 years. He didn't really provide any good info on why those failed and why this will succeed other than "this is going to be a biz, not an NGO". Ok the real question is, does it have full approval and backing from PNG government agencies or not?
