Red Hair Algae and Green Water

Hello all, I recently did a 3 day blackout of my 55 gallon tank. I had diatoms and possibly some remnants of Dino’s however I believe they are all gone. I am now left with some green tinted water and red hair algae (possibly green as well but I haven’t tried to scrub anything off yet). I checked today and nitrates are back down to 0, unfortunately, while phosphates are unreadable on the api test kit. what action should I take now?

Its going to be difficult to recommend anything with out assessing what you have with use of some pictures uder white lighting.

Just did some scrubbing. Not much hair algae left alive. Attached are pics of the best examples of green water and red hair algae.
