Did you ever measure any actual PAR values? The few reviews I've seen of the OR3s that actually measure PAR (under water) show very good values.

@oreo54 is correct - the configuration makes a big difference in your results and the water refraction can affect them, too. A light that does well close to the surface may perform quite poorly higher up and vice versa.
