Running out of ideas for my poor Sailfin help please

Looking for Quarantine help please!. I've had a sailfin tang and another small fish (can't remember the name)

for nearly two months now

Treatments.
20 days in copper
2 rounds of prazi pro.
At the end of this treatment my sailfin had signs of bacterial infection or popeye.

Second round of treatments.
2 full rounds of furan-2
3 rounds of kanaplex

Eye infection is all cured up but now the poor guy has what looks like fin rot. Kind of hard to see in the picture but it's there.

Question is what now ?? Isn't finrot a bacterial infection? I have maxed out the recommended treatments for Kuran and kanaplex. He is still eating primarily eats nori I haven't seen him pick at meaty foods much.

What to do with my second fish? He has not shown symptoms of anything the entire time but I'm scared to put him in DT as he may be carrying whatever the sailfin has. Really don't want this guy to catch anything since he has done so good.

Water quality.. I have been doing water changes bringing my DT water into my QT I'm only running a 10 gallon and over this 50 days went through around 35 gallons of water. Ammonia badge has shown yellow for the entire time.

Could the other fish be causing the fin damage?

A 10 gallon is really small for a sailfin long term, that could be contributing to the issues.

To long in a small QT IMO.
Is there a reason they needed that level of treatment, did they come sick?
QT are not necessarily, the most stable environment, even with water changes.
Copper can be a bit hard on dedicates (tangs) and fish with scales.
I only employ copper for velvet, as speed is required.

Sounds like a combination of stress from a small tank, aggression and water quality issues from bio load generating quickly and possible low oxygen from treatment and small environment

The other fish is real small, I have not seen any aggression at all actually they seem to be real friendly they hide together. I am going to grab a twenty gallon for them and focus on water quality. The reason the treatment began was due to an eye condition he developed.

10g is too small. QT gets a bad rap because people skimp on it.

Also that is a dotty back and they can be hyper aggressive. I had one that killed a damsel and two shrimp in the wee hours of the morning.

Tbh I didn't know I was skimping. I bought a HOB filter as well as powerhead and a sponge filter for it. I thought 10 would be fine considering their size and water changes.
