Switched from Black boxes to Radion a year ago. have some ???'s

Haven't been able to keep any sps like i used to and some of my other corals also have died out. Was so frustrated as the money i spent on the ecotech's was 10x what my black boxes cost. However the schedule i run I just noticed the gold bar on the far left I had set to 50% (assuming that meant my intensity was running at 50) However when I move my cursor over my schedule it says overall intensity 27% does that mean I've only been running that low? would that be the reason ive killed of all my stylo, monti and digi's? I know I should have a par meter, but I don't.

On your schedule you'll see a line of max intensity.
Using the picture below, you see the dotted line. That is the max intensity set for this schedule. This means that the most you could set this light to is just under 80% of it's total power. On the right you can see that it's set to 90% of schedule. Meaning that it tops out at 90% of the 80% max.
Making up some numbers, let's say that 100% of the light power would equal 1000 par.
This schedule will allow it to go to about 800 par (around 80%). With it running at 90%, that means it's actually putting out 90% of 800, which would be 720 par.

I'm running g3 so my chart doesn't look like that.

So according to this it looks like im only running my lights at 38% and not 65% as the bar on the right shows.

Yes, 38% is what you're running. I'm averaging about 45% with my schedule (mostly soft and LPS) using Radion G5 Blues - so I suspect that your assessment with the SPS is correct.
