Vectra Battery Backup booster cable convert 12 to 24v?

I'm researching on DIY battery backup. Looking at 12V lithium battery pack to power a Nero3. Nero is a 24V pump ( i think). I could get a 12-24V converter, or this Vectra battery Booster cable. I cannot find the spec of this cable. Will it convert 12v to 24v? Nero 3 rated at 3-14W, so not very much.
