Court Jester goby, AKA Rainford goby. Hard to keep alive in aquariums without a lot of algae and things to snack on, best only for large and mature tanks unless you get one that's eating prepared foods readily.

BIOTA has captive bred - feeding on pellets. Along with a mature tank I would recommend BIOTA's if you haven't owned them before. Pretty fish and as noted by @Paul B can spawn in captivity / home aquaria.
