What is this rock? It's light blue, but looks painted on? And are the holes natural?

Does anyone know anything about this coral rock I got? I came in a mixed box I got from facebook marketplace. It's blue on the outside, but it almost looks painted on, because the chip parts you can see how it's only blue on the outside, almost like a paint layer.

It has regular holes all over. Almost too regular? I don't know if this rock is natural or manufactured this way. Seems like a good copepod rock if it's safe.

I had a bunch of that as rock substrate in one of my tanks back in the early 2000s.

Curious what it sales for? I threw all of mine away.
I still have a few pieces in my basement. Don’t think that’s gonna be my answer to early retirement.;)
