Seems to me to be a mucus reaction to some injury. Whether the injury is from a parasite or from another fish, I can't really say. See the disrupted scales behind the pectoral fin? Any idea what caused that? There seems to be a similar lesion at the base of its tail, and the caudal fin filaments look damaged. The "worms" may just be mucus filaments.
Well, given that, I think that holds with my opinion that these are just excess mucus, stemming from some damage. For leech and copepod parasites, you should be able to make out some distinct features - body segments, etc.Here is a better pic! I have been nursing him back from a beating he got from a big dragon moray who decided he wanted to eat him!! Ugh
