Honestly it looks like the glue the frag was put into the plug with. Usually it expands a bit. Any chance this could be the case?

That would be a sponge, I have that growing in the shades areas of my rock work. I myself like to remove it but sponges do help filter somewhat, they do grow pretty quick though

They took the sponge out of the water it will probably die soon after anyways right?
