What to do with abandoned tank and how to clean, save and reuse?

Hey guys,
Help and advice please.

I've got an abandoned tank, been so for almost 3 months.
It was doing a cycle but then I inherited a fish, so used that as QT.
That fish has been moved to main tank and this QT has been abandoned.
The important thing to also note is that I have been traveling for a while, this new tank started with the new fish adopted right before I left.
My pet sitter has been doing the caring and moving the fish to DT whilst I was away. As sitter did not know what to do next, she switched everything off and left this new tank abandoned. For a month.

I'm back and now need your help and advice please on what to do first, etc

It's got substrates/sand, rocks, filter media, etc
I'd like to save everything. It was cycled before being abandoned.
How should I do this?

I won't be using this tank anymore, just want everything inside.

Unless it froze I would just rinse it off and put it in the new tank.
If you used medicine or copper in the tank then you need to remove that with carbon or cuprisorb

There wasn't oxygen or movement or anything. Not frozen. But.. dead.
Can simple washing just be ok for use in other tank?

It was cycled, some dose of copepods and phyto.

The dead won't affect the living in future use?
Anything I could use to specifically clean with?
