What type of paint for painting outside of stand and canopy?

I'm in the process of building a new stand and canopy for my tank. I've spent the last couple days prepping it for paint ( sanding, and priming). Now I can't decide what type of paint I should use for the outside.
I would like to brush/roll it with a semi-gloss black. I am looking for something that dries fairly fast that I can sand in between coats and also doesn't bubble if it gets a little water on it. What does everyone recommend?

The ultimate is epoxy paint but its very exspensive
