I have a old and sturdy 38 gallon tank, that's 90x40x40 cm, for which I'm looking get some low-profile lighting for, that won't interfere with the light coming in from the skylight next to the tank.

I plan on keeping some easier acroporas such as tenuis and millepora, as well as some LPS need the bottom of the tank. Would a pair of Kessil 160we's be enough for this tank size, and these corals? Or should I just get myself a pair of Maxspect Jump 65W LED's?

The kessil would be nice but will have to be maxed out. One 360 and/or an LED strip would probably be best. Better to have too much and be able to scale back if needed.
