How well can vinegar dosing work if you can only add it once a week?

Depends on the goal of adding it. It will help reduce nutrients and add some bacteria as a food source for filter feeders, but not nearly as effectively as more frequent dosing.

Why can you only add it once a week?

I was getting a steady slot of time in the mornings for a good while and that's just not happening now. (Doin' everything I can to make this tank sustain itself.) I do hope to get back to daily changes...just dunno when. For now, it's "when I can". ;)

That's why I use a dual head pump on a timer for automatic daily water changes. I'd rarely bother if I had to lug buckets around. :D
