Algae identification / treatement

Hi all,

My sister just got this IM30 tank and it had this algae on it. They scrapped it off, bought a small tang, cleanup crew. Algae is coming back. I have never had an algae that looked like this in my tanks. I recommended they dial back on the pellet food. Any ideas on what can remove this kind of algae. My sister mentioned the tang doesn’t seem to want to eat it.
