Ammonia in QT with Hanna Checker

I had to setup a QT and I did not have a good bio filter to start with so I am having to monitor ammonia closely and do water changes until my bio filter builds up. My question is, at what level should I do a water change when reading with the hanna checker? My tests have ranged from 0.15 - 0.32. I have been changing above 0.25. Is that about right or can I let it go higher?

PH is around 7.9 and temp is 77-78 degrees fahrenheit. It's a 20 gallon aquarium.

Any other suggestions on QT chemistry?
