Bubble coral dying for a year

I have a green bubble coral that looks like it’s showing skeleton and dying for the past year but still seems to be alive. Why doesn’t it open up like the pink one?

Meanwhile I have a pink bubble coral next to it that is as happy as ever.

Tank is 2 years old. All water parameters are normal except my nitrates have always been a little high. None of the other corals seem bothered by it. Alk 8, cal 430, nitrate 20, phosphate 0.05.

Uploaded the white light photo showing the pink bubble that seems very happy and the unhappy green bubble next to it. Any ideas?

Being stung by its neighbors?
Usually come with long sweepers.
I’ve watched it numerous nights and there’s nothing close enough to sting it. The closest is a Goni and zoa which are not bothering it.

Or maybe there is some kind of pest on it that irritates the coral? Or it could be flow, to little or to much? From the picture it looks like it's sitting lower than the green one and next to a large rock which may block the flow? Your water parameters seem fine and the other bubble coral does well so it has to be something specific why the green one does not look happy..
