Does cheato grow better if floating / exposed to air???

I've added a small refugium on the back of an all in one. The InTank refugium insert does not allow the cheato to float or be exposed to air. Does cheato grow more or remove more nutrients if it is allowed to float and is exposed to air? The refugium insert could be modified if exposure to air is helpful.

Totally submerged it was born to be Some algae that live near the shoreline can be exposed to air during low tide, though the experience is still stressful.

Air doesnt help, but being at surface will maximize par.
