Resident eibli relentlessly attacking newly added flame in a mixed 100g FOWLR. Despite peacefully coexisting with several other angels for years, the newcomer seems to have driven the slightly larger eibli into a frenzy. Anyone have a similar experience?

Not specifically, but generally I have noted a situation like you describe I call "The Last Fish." Fish keepers keep adding fishes to their systems and everything is fine, with each addition until the last fish goes in and all fin nipping breaks loose.

Fish need room to swim and forage and once the fins and vent hole density gets too high then the one or all the fishes break the peace and the war for reef-turf breaks out.

Addition of the last fish often results in injured or dead fishes from plagues that follow the aggression and injury and weakening of the fishes immune systems from the stress of war.

I would return the flame or rehome it asap.
