Help, what are these on my Niger Trigger

Found my Trigger hiding under some rock. His tail looked chomped. And there are white dots on the base of his fins. What's going on with him. I think he might be Bullied by my Foxface. I have them separated. Could this be the start of Ick?

These welts have likely developed from previous ich and even injury from the acclimation box as they hate being enclosed. I suggest to place in a separate tank and treat first with seachem kanaplex for 5-7 days and then treat with coppersafe for at least 21 days, but preferably 30 days.
How do other fish in the tank look?
Intimidation by foxface may have played a role

One comment - if you're going to treat the trigger in copper after antibiotics for ich, you should treat all of your fish - not just the trigger - plus leave your tank fallow for 6-8 weeks. Otherwise - (if) you think its ich, the other fish could transmit it back to the trigger when you replace it.

Just to make sure - I think treatment with a broad spectrum antibiotic is a great idea. I personally would not do copper UNLESS there was active Ich or other symptoms - or for sure - if another fish developed symptoms.
