with clownfish pairs it is really all about submission or the fighting will continue. Hopefully the smaller guy will learn to submit to the bigger one when she charges. What that looks like is the smaller one will start twitching or shaking his whole body when she comes at him. If he starts doing that she should calm down towards him and they can work things out.
