Is this too much flow for hammer?

Hard to fully tell without seeing it at full polyp extension. However in my experience, if the polyps stay retracted for an extended period of time and/or you are seeing small detached pieces of the frogspawn, it could indicate that your flow is too strong.

It isn't even extended and seems to be jerking a bit. I'd personally say yes, dial it back and let it extend and either move It or adjust flow
