After looking at this a little more let me make a suggestion to you and don't take this the wrong way.
If this tank were mine, I would drain the tank and plug those bulkheads. Then I would drill the top/back of the tank a few times and either just use and elbow and pvc to create an overflow or install an overflow box that you can purchase as an add on to these types of tanks.
Those bulkheads that you have now are intended for a closed loop. The way you have it set up now could potentially be a catastrophe for you and your tank inhabitants in the future. With PVC extending up that high from those bulkheads it would be very easy to crack a BH or your glass very easily.
