Reviving a tank that's been sitting empty

Last year I setup a 32 gal tank and began the cycling process. This was my first saltwater tank. Once it was ready to go I setup a 5 gal quarantine tank. I unsuccessfully went through 3 pairs of clown fish trying to get them through the quarantine period and into the display tank (I'm in Canada and accessing medications for fish is difficult). I got a bit discouraged and left the display tank running empty for awhile.

I then ended up having to drain the tank so we could move it for our landlord to change the electrical outlets. After that I never refilled the tank. This was well over 6 months ago. Questions if I want to get the tank going again:
- Do I need to change out the sand or rock I had in the tank?
- Do I need to change out the filter media?
- Should I dump the RODI water I had sitting in a brute bin?

Freshwater filter only or is it? Have you ever used an HOB filter on a saltwater tank?
