Seahorse tank chiller set to keep temperature between 74°F and 75.5°F?

I live in Italy, where summers are very hot and electricity much more expensive than the US.
I'm gonna be keeping either Kuda or Erectus seahorses, so, despite the cost, I'm having to set up a chiller.

What's the hottest temperature I can run a seahorse tank without risking infections or disease?
Are daily temperature fluctuations between 74 F and 75.5 F acceptable, or should I am for 73 F and 74.5 F?

I generally keep the room at 81.5 F.

Who keeps seahorses on here?

I have never noticed that they are kept colder at the LFS? BUMPers!
