Steramine question

I have a plastic container that was once used for a steramine solution. Its been sitting empty for probably close to 3 years now. 2 for sure. I know this solution is toxic to fish. However, is the container still usable? Could a bleach rinse make it okay? Any thoughts? The solution was mixed at 350ml of steramine to 15 gallons of water if that makes a difference

Unless this is a sentimentally precious, or overly expensive, plastic container I would just use caution and throw it in the bin.

Understandable. But if i can use it instead of it potentially ending up in our precious oceans i would prefer that route.
