What is this that has formed in the bucket?

So I reconditioned 2 lead acid batteries that are the backup to my tanks. The old acid is in a 5 gallon bucket, and I have been adding baking soda to neutralize the acid.

Over the last week, I've added 2 pounds of baking soda to the acid. Last night, I added a 3rd pound and found this in the morning: It looks like slushy water.

What exactly happened here? Does this mean the acid is neutral and safe to dispose of?

Freshwater filter only or is it? Have you ever used an HOB filter on a saltwater tank?
