Bring it up to 5" below the top. Where it is now will blow sand and detritus all over the tank

Ok how long does it usually take for tank to start growing algae

It usually takes around 4-6 weeks before you get the ugly brown stage.
Then as your tanks mature a bit more it will turn green, and then later it will turn purple to coraline.

Also those are the wrong lights for a reef. They seem like a freshwater full spectrum light, and will only promote bad algae growth.

You want something more in the blue spectrum.

Also you should really read up on how to properly cycle your tank.
A good foundation and good start will always give you better results.

Lastly do not get any CuC yet.
Your tank looks too new, and they will all die, especially from the ammonia spike you will need at the start of cycle.

Lastly, i like getting my CuC crew over at reefcleaners.org.

I would suggest to start with a fish. Nothing in your tank yet for a clean up crew to clean up, they will starve.

Would also suggest to get more rock in the tank, should be closer to 1lbs per gallon. Rock is the biofilter of the tank, 2 little pieces of rock is not enough to support a tank full of livestock. Rock also provides hiding spots for fishes and inverts, and also breeding space for micro organisms.
