Why are some zoa’s open and others not?

Need some help figuring why some of my zoa’s or nice and out and others not so much. The system is about 4 months old at this point. All of the zoa’s are around the same depth in the tank and around the same lighting. They were all added at the same time about a month ago. I was originally wondering if it was just acclimation issues but I don’t guess that’s the case.

Calcium is 480
Magnesium is 1320
Alk is 8.0
Nitrates are low, around 7
Phosphates are close to 0

Phosphate is an important contributor, zero, or almost zero is quite low for soft corals, maybe bump than to .1ppm?
