stocking a 25

I started a 25g nano about 3 months ago and I want some suggestions on fish. Currently I have two clownfish and a helfrichi firefish. The helfrichi is pretty shy and does not swim around much which is pretty irritating and I'm wanting more movement in the tank. I'm planning on getting a citron...
