I'm a newbie so can anyone tell me whether or not creating a zoa garden is literally just placing a whole bunch of different frags and allowing them to grow over the entirety of it?

More or less. However, some will grow faster and can smother slower growing Zoas.

Seems easy enough! Now I gotta figure out what to do with my hammers. Do those need a bit of space in between them? I figure since they branch but I have limited room in my 20gallon tank.
Most hammer can be close enough to each other to touch if you're doing a hammer garden.

Hammers like flow though - not a ton but enough to keep their tentacles bouncing gently usually.

space is good so they have room

zoas I would also space them out a bit, once they start growing you will be able to determine which ones are slow growers and remove them so they dont get run over
