Algae ID and fix - I’ve had this algae issue for almost a year

I’ve had this algae for a while. It just covers the rocks. It is very very think and quite long.It doesn’t continue to grow after a certain point. It’s completely covered all the rocks. I’ve tried to remove it in the past, just no luck

Any ideas what it is and how to remove it
