Brown hair algae help

I posted this before but didn't have a microscope. I have this brown hair growing all over my rocks. It doesnt look like dino slime to me but i'm new and haven't experienced much. Tank was setup in may with marco dry rock.

It doesn't come off the rocks that easy.

Nitrates 0
Phosphates .02

Had the same problem with my Saltwater tank. I had to beef up my Hermit crab, Emerald crabs, and Turbo snail population, as well as a Sailfin Tang to boot. I also put some rotifers in the tank. The brown algae was gone in a week.
