Recently made the mistake of not quarantine a pair of fish because I have construction going on and just didn’t have the space/time....

well I believe I introduced brook into the system but I’m no expert. I have attached 2 pictures, one of the fish that died and one of a fish currently showing symptoms. Any Advice or help would be appreciated. I’m waiting on formalin to come in but it’s going to take forever.....

That certainly could be Brooklynella. A 5 minute freshwater dip every 12 hours may buy you time until you can get formalin (by sure not to get 10% buffeted formalin).

Could 10% buffered formalin be used if one adjusted the dose to hit the correct final concentration?

No, I would not do that. Some buffered formalin have added scents, and they all contain phosphate buffers that could affect the pH of the tank, as well as adding PO4 to the system. I was always taught to use straight formalin.
