You dont want it too low or too high so when you do want to add livestock its easy to adjust to the 1.025/6 average. Can be a bit lower if its a fish only tank.

Dr. Tim in his MACNA 2019 talk suggest lowering salinity to 1.015 if doing fish-less cycling:
That presumes the microbes growing rely on organic osmolytes to deal with the salinity though (i.e. those that are adaptable to a range of saline conditions), and does not apply to microbes with modifications to proteins as adaptations to specific salinities.
You can try to keep your salinity at 1.015 to see if it really does work, and then increase it to whatever your salinity is intended to be if it does not. Personally I cycled my most recent aquarium at 1.024, as that was what my final salinity was going to be (around). I did not mind it taking more time, rather than potentially having to play around with salinity during the cycle. But that was my personal preference and decision for my most recent aquarium.
