Look like Ostreopsis. Spinning about a fixed point is confirmatory. Treatment is activated carbon (for the toxins they release) and UV at night (they swim in the water column at night but not during the day) for 2 weeks. Stop any amino acid dosing, as it fuels the outbreak.
