Dinos and high phosphates

Hello,
Are these dinos or something else? I’ve been battling with phosphates and trying to lower them over the past few weeks. I’ve been stuck at around .1 to .12 for a while. Been doing 10% water changes every three days for the past two weeks. Been feeding less to my fish, only shrimp, no pellets, as I hear pellets have more phosphates. Phosphates not budging. Scraping my glass pretty much every day as algae builds up quick.

I’m reading that Dino outbreaks are caused by nutrient,bottom outs, but my nutrients are high. From what I understand you’re supposed to raise nutrients to help kill dinos because the raised nutrients feed the Dino competitors. but doesn’t really make sense in my case as I’m trying to lower phosphates. Pretty confused.;(

My tank is about 6 months old.

The top picture, looks like a hairball my dog coughed up. The second picture looks more like pictures I’ve seen of dinos.
