The picture is a bit blurry, but I agree that it looks like it could be barnacles. If you look up picture of barnacles feeding or of barnacles cirri (the feathery appendages they eat with) then you should be able to tell for sure yourself. The only "bad" barnacles that I'm aware of are ones that parasitize crabs. If these are barnacles they should be fine to keep, but they will probably starve in your tank.
