What is the best way to simulate this aquascape? How would you go about doing so? Thanks!

I have seen several builds that use "great stuff pond foam" to construct one. search for that and different searches on "marine wall build" and you should find a lot of posts on how they did it. Good luck it will look great!

Can you simulate the texture of live rock on the foam?

My guess for the picture you have is that they built a mold in the sand and poured in a mixture to form it. The other way I have seen is to use pond foam to adhere rocks to the back.

If you pour sand over the foam while its freshly applied and wet, it has that effect.
