I'm honestly bracing for bad news. Any idea what this is? It's brown/yellow when not under the blue light. (Ignore the GHA. I'm unfortunately well acquainted with that ).

Ouch - This stuff is Chrsophytes and is labor work for removal. Take the rock out and place in large container with tank water.
Give the tank a good siphon and clean all filters and skimmer if you have one.
Scrub the rock with a firm toothbrush Or auto detail brush and 3% peroxide. Agitate to shake off particles and add cleaners such as Pitho crabs, chiton snails, ninja star snails and caribbean blue leg hermits to help with control and reduce white intensity a little and increase water flow. You likely have inadequate flow which allowed this to adhere to rock

Thank you!

I'm actually trying to sell the tank but I may just break it down and decommission it. Would it be bad to give my fish to a friend? She has a quarantine tank. But I wouldn't want this to spread to her tank if it's super contagious or nasty.

Why I asked if it resembles something fuzzy
If it is a sponge that's news to me. I've never put one in but it's possible that the person I bought it from a year ago had some in it and it finally started growing.
