This looks like the Hawaiian Ding Dang/dong Paly.

Varies in color based on light intensity. Each paly should have a unique speckling like appearance.

Still related to ding dangs.... Hawaiian people eater morph of some sort... could be cornbreds space jams palys though not as vibrant blue a skirt as yours
