Is it true there is no sense in testing nitrate until nitrites go down?

I’m cycling my tank and my nitrites are still +5 doing a Salifert NO2 test. I read somewhere that there is no sense in performing a nitrate test until your nitrites are at zero because it will give you an erroneous reading. Is this true? Thanks for your help.
