Definitely seems that way. There's a bit of die off there in the center in the first pic so there's a chance that was tissue that was on its way out. I usually consider rock urchins pretty reef safe. When I first got my clove polyps/after they had a rough time my tuxedo urchin ate a huge section of that weakened tissue. It all recovered.
