I decided to scrub it off and dip the plug just to be safe please let me know if this a dangerous pest

If using your phone to take the pic, maybe try focusing on that portion (tapping, usually), but they could be spirorbids in a greyish color or maybe they're collonista snails.

Do they move or extend at all when observed for a bit?

They extent, they look like a feather duster but I doubt it’s a duster
