Depends on what you are dong with it.
Starting a tank w all dry rock and sand , yes.
Adding to an established tank no, cycle and cure it first.
I added 40lb DT to my 55 when I transfers to it as did have probs.I am not arguing that you dont have to but I added 40lbs of it to my 11 month 125g about a month ago. I had a little diatoms bloom over the new sand but after a week it all went away. I did vacuum over the old sand a little before adding the new one. And yes rinse, rinse, rinse.
Hopefully I did not do a mistake with mine.
