The Kodak PlaySport waterproof video camera takes amazing HD in-tank shots. A guy in MCAA has one. It was just over $100 so he said. But it only works up to 10 ft down. Still it did do beautiful shots. No ripples or anything, no glass glare. I wonder what it would do in the sea, but at only 10 ft down it might not do much good.

I took a cheap disposable one with me to Cancun years ago, and took a ton of pics while snorkeling. But like Tina said, there is a depth limit to them.
